Docs-only. Marks Layer 3 done (malpern/kanata#28 via #898) with the corrected analysis (report-set divergence, not release replay), records the telemetry and incident-capture improvements (#897), and defines the grep-based verification metric and baseline for closing MAL-57 after the observation window.
